General information on the use and management of infrastructure and services

Safe use of infrastructure and services

Concessioni del Tirreno S.p.A. manages the A12 motorway section, consisting of the A12 Sestri Levante-Livorno, A11/A12 Viareggio-Lucca and A15 branch to La Spezia motorways, and the A10 motorway section, consisting of the Savona-Ventimiglia motorway. The A12 motorway section covers a total of approximately 155 km. The A10 motorway section covers 113.3 km.

Access to the infrastructure is possible both from its own toll booths and from those of other interconnected concessionaires, allowing users to travel continuously on motorway sections managed by different companies, with a single payment at their destination.

Motorway tolls are collected using a “closed” collection system. For more specific information, please refer to the A12 Toll Info or A10 Toll Info sections of the website.

The road platform consists of two carriageways, one for each direction of travel, each with two lanes. It comprises 96 tunnels, 32 of which are longer than 500 m, and 603 viaducts (structures with a height of more than 6 m).

Please note that the carriageway is the portion of the road intended for the flow of vehicles, while the lane is the portion of the carriageway intended for the transit of a single row of vehicles.

The emergency lane is only present on the section of the A12 motorway between the A15 motorway interchange and the Livorno junction. Please note that the emergency lane is not intended for transit but exclusively for stopping in emergencies.

On other motorway sections where there is no emergency lane, there are 275 emergency lay-bys, most of which are equipped with emergency call devices.

There are parking areas and service areas on all motorway sections.

The motorway sections managed fall under category A – motorways, according to the classification defined in Article 2 of Legislative Decree No. 285 of 30 April 1992, the New Highway Code.

The speed limit varies between 90 km/h and 130 km/h depending on the characteristics of the infrastructure. There are a few sections with lower limits, indicated by appropriate signage.

As motorways are high-speed transport infrastructure, they are not accessible to all vehicles. Article 175 of the Highway Code identifies the vehicles that are permitted and those that are excluded.

Pedestrians and animals (properly restrained) may only circulate in service and rest areas. You may only walk on the emergency lanes to reach the emergency call points.

The circulation of vehicles not permitted on the motorway is punishable under the Highway Code.

Driving behaviour on motorways is regulated by Article 176 of the Highway Code.

Among the infrastructure safety features, it is worth mentioning the emergency lay-bys, most of which are equipped with SOS columns for requesting mechanical and medical assistance.

In this regard, it should be reiterated that motorway lay-bys have been designed and built solely and exclusively for emergency situations. They are located on the right-hand side of the carriageway and allow vehicles to stop safely without endangering their own or others’ safety. Prolonged parking in these areas is not permitted, nor is it possible to leave your vehicle there.

As soon as you stop, before getting out of the vehicle, it is mandatory by law to wear an orange/yellow reflective jacket. This is to ensure that you are clearly visible to all those passing by, who are travelling at high speed on the motorway, especially at night and early in the morning.

Anyone who fails to comply with the above provision is liable to a penalty under the Highway Code.

The lay-bys are for emergency situations only and must not be used for resting or sleeping, even for a few minutes. If you need to rest, you must use one of the 21 equipped service areas or 19 parking areas.

Service Charter

Concessioni del Tirreno S.p.A. has adopted a Service Charter as a tool for transparency towards users and in the belief that it can be an opportunity for internal company growth and valuable communication with the outside world. The Charter, which can be downloaded from Service Charter, contains information on the fundamental principles and services of the concessionaire, as well as quality policies and management, user protection and a handbook containing useful numbers and addresses for users.

The Charter, as specified in more detail in the Suggestions/Complaints section, also sets out the circumstances and procedures for toll and subscription refunds and compensation, as well as the information channels for obtaining up-to-date information on road conditions and traffic.

Worksite Management Criteria

The construction sites set up along the motorway network can be divided into two categories:

  • non-emergency sites, which are planned as far as possible to avoid causing slowdowns and traffic jams, with work preferably carried out at night or, in special cases, during the middle of the day when there is less traffic;
  • impact sites, which involve long-term work and consequently partial closure of the carriageway. These are dedicated to bringing tunnels longer than 500 m into compliance with current regulations or replacing safety barriers.

 

The A10 and A12 motorway sections are characterised by increased traffic during the Easter holidays, spring bank holidays, summer exodus and Christmas holidays. Therefore, when planning roadworks, wherever possible, the higher volumes of traffic expected during the above periods are taken into account.

Assessments aimed at reducing the impact of roadworks on traffic are developed not only on the basis of experience, but also on the basis of historical traffic data and through complex models and algorithms.

Categories of disruptive events

The categories of events that could generate traffic disruptions and/or dangerous situations are the following:

  • Obstacle in the lane
  • Flooding
  • Fire
  • Accident
  • Mechanical Rescue Service
  • Delays/Queues

 

Emergency management protocols

The company adopts specific intervention procedures for emergency management (winter operations, flooding, accidents, etc.) that detail the actions to be taken by the various parties involved. These procedures, which are specifically drafted and updated based on historical events, are as follows:

  • the Winter Emergency Management Plan is in force throughout the winter period; the plan defines the organisation and procedures for managing winter maintenance operations, with particular reference to highly critical situations, and also provides for procedures for closing motorway sections and blocking heavy goods vehicles.
  • Operating procedures for the surveillance and traffic service: these are procedures that regulate the activities to be carried out by the control operations centre (COC) and the traffic and safety service (TS).
  • The Emergency Management Plan: this document summarises the organisation of the traffic and safety service (TS) personnel, the control operations centre (COC) and the toll collection service in the event of major exceptional events, including the activities necessary for the closure of the individual sections affected by the events.

 

Quality Indicators

Concessioni del Tirreno has identified the following basic factors: Travel safety, Service regularity, Service comfort, Services for disabled travellers, User information.

The quality indicators, which are explained in more detail in the Service Charter, comply with the provisions of Directive No. 102 of 19/02/2009 issued by the Ministry of Infrastructure and Transport. Discussions are still ongoing with the Granting Authority to define the indicators in accordance with the ART tariff system.
